Involuntary Resettlement

The training course aims to help participants to have a better understanding and be able to apply basic knowledge, skills and tools in designing, implementing and monitoring an effective involuntary resettlement plan, meeting the requirements and standards of the Government’s and donor’s IR policies and guidelines
The 3-day training course will cover the following topics:
• WB and ADB’s Project Cycle, Vietnam’s and WB’s policies and guidelines on Involuntary Resettlement implementation
• Introduction of Involuntary Resettlement tools and templates
• Preparation of Involuntary Resettlement Policy Framework (RPF)/Resettlement Plan
• Involvement of IR related stakeholders
• Public consultation and information disclosure
• Replacement cost principles and definations
• Livelihood restoration program
• Involuntary resettlement plan: tools and techniques
• Grievance redress mechanism
• Monitoring and evaluation of RP implementation and database mainternance

Target Participants
The training course is designed for resettlement staff of the provincial project management units (PMUs) and the provincial project management units (PPMUs) of donor-funded projects; Governmental officials and local authorities working in the related fields in the relevant ministries and departments.
The training involves participatory learning approaches (PLA), application-oriented and interactive, emphasizing on group discussions and analysis of cases/case studies. The course instructors provide basic knowledge and develop problem solving approaches with participants and their role is essentially that of facilitators. Participants are encouraged to raise their ideas and issues related to the course topics, then brain-storm or discuss with other participants and facilitators to find out solutions as well as draw lessons learned.


Times & dates : 3 days; Morning: 8:30 - 11:30 am; Afternoon: 1:30 - 4:30 pm. Course 1 : 7-9/3/2016

Course 2 : 14-16/3/2016

7 million VND which includes tuition, training materials and related stationaries, refreshment and lunches. Project Management Units (PMUs) of those WB-funded and ADB-funded projects who assign their environmental and social officers/experts to these training courses can use the project budget line for staff training to pay for the tuition & fee.
