Course title  : ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ES01)

Time             : 3 days, 07 – 09 September, 2017

COURSE OBJECTIVE

The overall objective of the training course is to build capacity for PMUs/ executors and consultants on preparation, supervision and management  of the Environmental and social impact assessment/Environmental Management Plan (ESIA/EMP) more effectively and to meet the requirements of the World Bank’s, the Asian Development Bank’s and Vietnams principles and standards.

Specifically, the course aim to:

  • Provide the knowledge and share the experiences on ESIA preparation, implementation and management at high quality levels to improve the investment process.
  • Build up the skills and capacity for staff on cooperation and management the ESIA implementation
  • Help the participants to recognize and build up the relationship with project stakeholders for ESIA implementation.

TARGET PARTICIPANTS

The training course is designed for:

1.       PMU assigned members from WB, ADB projects in Vietnam (managers, technical staff, environment and social staff, etc.)

2.       EIA consultants

3.       Environmental experts of related governmental agencies

Minimum requirements for participants are basic knowledge about the EIA and reading some pre-materials before attending the training course.

 

TRAINING CONTENT

The 3-day training course will cover the following topics:

·                 WBs Project Cycle and Why Conduct ESIA?

·                 Vietnam’s and Donor/International policies and requirements for ESIA

·                 Screening and scoping

·                 Impact analysis

·                 Evaluating impact significance

·                 Cumulative impact assessment

·                 Mitigation and impact management

·                 Public involvement, consultation and disclosure in ESIA

·                 Role of PMU and relationship with other stakeholders

·                 Quality control tools of ESIA

TRAINING METHODOLOGY

The training involves participatory learning approaches (PLA), application-oriented and interactive, emphasizing on group discussions and analysis of cases/case studies. The course instructors provide basic knowlege and develop problem solving approaches with participants and their role is essentially that of facilitators. Participants are encouraged to raise their ideas and issues related to the course topics, then brain-storm or discuss with other participants and facilitators to find out solutions as well as draw lessons learned.

 

Good text books, literatures, studies and reliable source of information about EIA/ESIA will be introduced.

Course title  : PRINCIPLES OF ENVIRONMENTAL IMPACT ASSESSMENT REVIEW (ES02)

Time             : 18-21 September, 2017

COURSE OBJECTIVE

The overall objective of the Principles of Environmental Impact Assessment Review course is to provide participants with an approach for effectively reviewing environmental impact assessments and becoming involved in the environmental impact assessment process. Specifically, the course aim to:

·                 Introduce principles and procedures of EIA Review of International practice and of Vietnam.

·                 Build  up  EIA  review  competencies  to  apply  the  knowledge,  skills  and  tools provided to their daily work to improve their performance

·                 Help the participants to recognize and build up the relationship with project stakeholders for better EIA review

 

TARGET PARTICIPANTS

The PEIAR training course is intended for independent reviewers within government and economic development institutions responsible for conducting environmental impact assessment reviews and using the results of the process to enhance decision making.

The training course is designed for:

1.       PMU assigned members from WB, ADB projects in Vietnam (managers, technical staff, environment and social staff, etc.)

2.       EIA consultants

3.       Environmental experts of related governmental agencies

4.       Trainers and members of institutions using or teaching about ESIA.

The 4-day training course will cover the following topics:

·                  Key principles and process of ESIA.

·                  Gaps between World Bank’s, ADB’s Requirements and Vietnamese regulation on ESIA.

·                  Tools and techniques for conducting EIA/ESIA review.

·                  How to review existing conditions of the project and project description.

·                  How to review potential impacts and risks.

·                  How to review cumulative impacts.

·                  How to review mitigation measures in the Environmental Management Plan or the Environmental and Social Management Plan.

·                  How to review monitoring in the Environmental Management Plan or the Environmental and Social Management Plan.

·                  How to review consultation and disclosure descriptions in the ESIA.

·                  Discussion on how to improve the review process.

 

CLINICS

Participants will have opportunities to share and discuss with the trainers/facilitators individual problems or cases in sessions called “clinics.” Time slots for “clinics” will be arranged by AITVN course coordinator. It would be within or outside the class time, depending on the trainers’/facilitators’ availability. Participants will register for the “clinics” with the course coordinator.

 

TRAINING METHODOLOGY

The course is taught in the facilitated style to promote participation and involvement, which is an optimal setting for learning. By exploring the environmental impact assessment process with their colleagues, participants should finish the course with review approaches that they will be able to draw upon in the future and a mechanism for training others to review environmental impact assessments. It also helps to develop a support network among course participants.

Good text books, literatures, studies and reliable source of information about EIA/ESIA will be introduced.

Course title            : INVOLUNTA RY RESETTLEMENT ( SS01)

Date                         : 3 days, 25‐27 September, 2017

Place                        : Hanoi

COURSE OBJECTIVE

The training course aims to help participants to have a better understanding and be able to apply basic knowledge, skills and tools in designing, implementing and monitoring an effective involuntary resettlement plan, meeting the requirements and standards of the Government’s and donor’s IR policies and guidelines.

 

TARGET PARTICIPANTS

The training course is designed for IR/Social experts and consultants of the provincial project management units (PPMUs) of donorfunded projects; Governmental officials or local authorities working in the related fields in the ministries or departments; Freelance consultants and individuals who desire to develop a professional career in the Involuntary Resettment.

 

TRAINING CONTENT

The 3‐day training course will cover the following topics:

·                 WB’s Project Cycle, WB’s policies and guidelines on Involuntary Resettlement

·                 Introduction of Involuntary Resettlement tools and templates

·                 Involuntary        Resettlement        Policy        Framework        (RPF)/Resettlement Plan/Abbreviated Resettlement Plan

·                 Roles and responsibilities of related stakeholders

·                 Public consultation and information disclosure

·                 Involuntary resettlement plan: tools and techniques

·                 Monitoring and evaluation of IRP implementation and database mainternance

 

TRAINING METHODOLOGY
